Windows Live Hotmail Plus subscription is required

I can create a new account but when I try to send a mail an error message appears telling I need a suscription to Windows Live Hotmail Plus and I can't find that suscription in any page.

when ever i try downloading hotmail plus it never works and entourage wont let me read emails from hotmail
